UPLAND GRAVEL PIT NO.3 <br />EXHIBIT D <br />MINING PLAN <br />1.) PURPOSE: <br />This Application for a regular (112) Permit for a Mineral Extraction Operation is being <br />submitted to the Colorado Division of Minerals and Geology for a new gravel mining and <br />processing site. A Mesa County Conditional Use Permit and BLM materials sales <br />contract is being processed concurrently with this application. <br />2.) IMPLEMENTATION: <br />This application is intended to be consistent with the Construction Material Rules and <br />Regulations of the Colorado Mined Land Reclamation Board, (Effective January, 1996). <br />Specifically addressed in the following application are requirements from the Rules and <br />Regulations found at Pages 127 through 137. <br />3.) SITE LOCATION: <br />The site is located on BLM property in the SE 1/4 of Section 35, T1S, R1E, Ute M. The <br />site is located 1/2 mile South of an existing United Companies gravel pit east of State <br />Highway 141 (32 Road) on East Orchard Mesa. The site is a high mesa which is <br />capped with alluvial gravel deposits and slopes gradually to the West. The gravel <br />reserves are shown as part of potential (U2) deposits on Plate 2 in the Mineral <br />Resources Study of Mesa County by Colorado Geological Survey, Department of <br />Natural Resources. <br />4.) SITE OPERATION AND IMPACT: <br />The hours of operation proposed for Upland Gravel Pit No. 3 shall be 6:00 AM to 7:00 <br />AM, 6 days a week. The proposed materials storage area, office and waste disposal <br />shall be located at the extraction site. The natural topography of the proposed site and <br />mine plan will restrict view from Hwy. 141 (32 Road) or any residential site. Therefore, <br />impact of the site operations on surrounding land uses will be minimal. <br />5.) SITE ACCESS: <br />Access to the site via Springfield Ranches LLC property on paved roads will be allowed <br />to operator or employees. However, Upland Gravel Pit commercial traffic will use B <br />Road access from Hwy. 141 in order to prevent traffic hazards and to minimize traffic <br />congestion within the proposed Springfield Estates Subdivision. Both Upland Gravel, <br />Inc. and Springfield Ranches LLC are presently owned by Gary Rinderle. <br />Traffic to and from the pit on BLM property will use an improved gravel haul road from <br />the end of Springfield Ranch Road for a distance of 3000 feet. The traffic generated will <br />be directly related to the demand for material and is estimated not to exceed 200 loads <br />per day during peak demand. <br />
