Stmmwater Onality ControLc -Best MsnaQement Practices <br />Each inactive mining site certified under by this permit shall develop a description of stotmwater quality controls <br />appropriate for that site, and implernmt such controls. The appropriat®ess aced priorities of controls in the plan shall <br />reflect identified potential sources of pollutants at the mining site. The SWMP shall contain a narrative desttiption of <br />the appropriate best management practices (BMPs) for the petmittee's site. The description of the BMPs shall include: <br />a. Stormwata diversion: Describe how and where stotmwater will be diverted away from potential pollutant sources <br />to prevent stormwater canr•,•~^.=om. <br />b. Sediment and ermion prevmtioa: Desaibe practices that will be used m reduce erosion and prevent sediment <br />delivery to State waters. Tbese could include structural (such as silt fences, sediment ponds, drop sWCmres, <br />check dams) sad son-stnrctrual (such as mulching sad revegetatiw) methods. <br />5. Comoreher-sive Irtsoettion and Recordkeenin¢ Prrocedmes <br />The SWMP shall identify qualified persomel that shall iatipect designated areas. Lrspectioas required by this part shall <br />be conducted enaually. Where annual inspoctions are impracticable, certification once every three years by a Registered <br />Professiaml Engineer that the site is in compliance with the SWMP, is required. The SWMP shall also identify <br />procedures for recordkeeping sad interml repotting. <br />:. TF.RIIZS AND CONDTITONS <br />1. General Limitations <br />The following limitations shall apply to all discharges authorised by this permit: <br />a. Stormwatrr discharges from mining operations shall sot CalL9e or threaten t0 cause pollution, coota•++~~ation or <br />degradation of Stale waters. <br />b. Bulk storage structures for petroleum products sad other chemicals shall have adequate protection so as to contain <br />all spills and prevent any spilled material from entering State waters. <br />c. No chemicals ate to 6e added to the discharge tmle&s petmissioa for the use of a specific chemical is granted by <br />the Division. In gtaatiag the use of such rl.wenirals, special conditions and monitoring may be addressed by <br />separate letter. <br />d. All dischargers must comply with the lawful requirements of counties, drainage districts sad other state or local <br />agencies regarding any discharges of stormwater to storm drain systems or other water courses under their <br />jurisdiction. <br />2. SWMP Reauiranents <br />The SWMP (see Parts I.B. and I.C.) shall be prepared m accordance with good enginceriag practices. The main <br />objective of the plea shall be to identify BMPs which, whey implemented, will meet the terms aced coadidoas of this <br />perarit. The following conditions must be met b achieve compliance with this permit: <br />a. SWMP Reten4oa: For active mining operations, the phm shall be signed in accordance with PaR I.D.9, and <br />• retained on site. For iaadive mining operations. the plan shall be signed in accordance with Part I.D.9, and <br />retained by the perntittae. <br />b. SWMP Renew/Chaagas: Upon review of the SWMP, the Division may notify the permittee at any time that <br />the plan does sot meet one or more of the mcn;mnm requirements of this permit.
