PART I <br />Page 3 <br />Permit No. COR-040000 <br />COVERAGE UNDER TffiS PERMIT <br />PART I <br />1. Authority to Diteharee <br />Under this permit, active and inactive metal mining operations where stormwater Las come into contact with any <br />overburden, raw material, inrP^^dt:^•^ products, byproducts, fiaisLed products or waste products located at the mining <br />site are permitted to discharge sfotmwater associated with mining operation into waters of the state of Colorado. The <br />term mining operation includes active and inactive mining activities. <br />2. Industries Covered Under this Permit <br />TLis permit is intended to autLorize most new or existing discharges composed entirely of atormwater from metal mining <br />operations that are required by Federal regulation to obtain a permit. The term 'metal' is used to distinguisL this permit <br />from tLe coal mining and tLe sand and gravel mining general sWtmwater permits. <br />a. Definitions <br />1) Stnrmwater is precipitation-induced surface runoff. <br />2) Mining optrations include facilities classified as Standard Industrial Classification Codes 10 througL 14 <br />(mineral industry), including active or inactive mining activities. TLis defutition includes operations that <br />Lave temporarily ceased mining and arse in 'temporary cessation' status witL the Colorado Division of <br />Minerals and Geology. <br />3) Inactive mining operations are mining sites that are not being actively mined. <br />Otter Defuvtiorts can be found in Part I.D, of this permit. <br />b. Types of Activities Covered by this Permit: <br />1) This permit authorizes all new and existing discharges composed entirely of stormwater associated with <br />active and inactive metal mining operations. (See Rationale, Section III for as explanation of exemptions <br />for mconrn '.,sr...t stormwater and reclaimed mines.) <br />2) This permit may also temporarily authorize existing discharges co~tosed entirely of stormwater from any <br />mining operation that is currently covered by an individual CDPS permit for discharge of process water. <br />3. Aoolitation. Due Dates <br />a. Application Due Dates: At least thirty days prior to the anticipated date of discLarge, or by October 1, 1992. <br />whichever is later, the owner (or operator when the owner doers not operate the facility) of the facility shall submit <br />an application provided by the Division. <br />TLe completed discLarge application stall be submitted to: <br />Colorado Departntmt of Health <br />Water fluality Control Division <br />4210 Fast 11th Avenue <br />Denver, Colorado 80220 <br />• Attention: Permits and Enforcement Section <br />
