This is basically a dry operation for the extrac-
tion of sand and gravel from terraces well above the river level.
water will not be discharged to the Eagle River; therefore, there
a National Pollutant Discharge Elimination System (NPDES) permit
is not required.
Operations will start in Stage 1. Where soil is present it
will be stripped and stockpiled in perimeter areas for later use
in reclamation. There is no overburden at this location. The
aggregate to be mined is at the surface or immediately below the
surface soil. See Map Exhibit D-1 for the approximate location of
the topsoil stockpiles.
Mining in Stage 1 will commence in the northeast part of the
stage. The area designated plant site on Map Exhibit D-1 is the
approximate location for the processing plant while mining is in
progress in each stage. Mining will begin on the terrace face on
southwest of the plant area. It will then proceed to the west
towards the west property line along the 6460 contour elevation.
When the face reaches the west side of the stage it will move
to the south and then east along the south stage line. A 30 foot
set back will be maintained along the ditch. Even thought the
ditch is located in Stage 3, the temporary sloping to the pit
floor will be mined during the operation in Stages 1 and 2. This
3.93 acre ± area is part of the 25.00 acres ± covered in our bond
figures shown in Exhibit L.
The dividing line between Stages 1 and 2 is a ephemeral drainage
course that carries heavy rain runoff from the areas south of U. S.
Highway 6. Mining in Stage 2 will commence in the east central
7
