Zn general, T feel that you have adequately answered their con- <br />cerns, I do have a few points of clarification, however. 1 will outline <br />these below and relate them to the same five areas of concern that your <br />letter addresses. <br />1. Presumably, any alterations of grade within the utilities rights of way <br />that might be made by Broderick and Gibbons upon the recommendations of <br />the City of Colorado Springs and the Fountain Valley Authority would be at <br />the two necessary, crossing points for the haul road (over the rights of way). <br />This seems reasanab?e. <br />2. This response seems adequate to satisfy this area of concern. <br />3. This response also seems adequate to satisfy this area of concern. <br />4. 3 f,4e1 that this response, in combination with those committments already <br />made in the permit application adequately satisfies this area of concern. <br />This supposes, however, that the wording in the line that is fourth from the <br />bottom of this paragraph was meant to be "...is committed to..." rather than <br />"...in corrmtiting to..." as it presently appears (as you confirmed to me on <br />the telephone yesterday). A committment to maintaining historic flows is <br />appropriate here. <br />5. The addition of 7 acres of haul road to the disturbed acreage (since a <br />majority of both roads will be in existence at the same time) would add re- <br />clamation costs to be bond for these 7 acres of road disturbance. Using your <br />figures for fine grading of 7 acres (at $100.00/acre) and seeding of 7 acres <br />(at $150.00/acre), this would add a total of $1,750.00 to the total reclamation <br />cost. When added to the previous total cost of $49,574.00, the new total cost <br />becomes $53,324.00. I suggest rounding this total to 551,500.00.
