William A1C Donald <br />DlrMpf <br />March 5, 1982 David W. \Vall er <br />Deputy D~r¢¢tor <br />of Planning Services <br />The Colorado Water Conservation Board staff has completed <br />a flood hazard review for the Siegrist Gravel Mining Operation <br />in part of Section 2, T2N, R68~•7 and parts of Sections 35 and 36, <br />T3N, R68w of Weld County, Colorado (Case Number USR-989:82:4). <br />We offer the following findings and recommendations for your <br />consideration. <br />Findings: <br />1) The majority of the mining site is located within the <br />100-year floodplain of St. Vrain Creek as defined by <br />the U. S, Army Corps of Engineers in their July 16, 1981, <br />technical write-up on St. Vrain and Boulder Creeks. Also, <br />local drainage may cause some minor flooding problems. <br />2) The 100-year flood outline shown on the Mining Plan <br />(Exhibit D) is approximately correct. A better outline <br />would result if the Corps elevations were used for the <br />delineation. <br />3) The contractor has agreed to keep fuel storage and <br />primary production facilities outside or above the 100- <br />year flood elevations, to reclaim the area, shape and <br />seed all dikes, allow for at least 3 feet of freeboard <br />on the dikes, not to mine in the river, protect the <br />stream bank and vegetate as necessary and to grade and <br />replace the topsoil upon completion. <br />9) The reclamation plan appears to be raising the existing <br />ground surfaces 2 to 3 feet when compared to the April 25, <br />1977, topographic maps of the area. <br />X <br />
