requirement of SCC to account for water used for mining-related purposes. Also, any releases <br />of water that will be required in the future to replace "out-of-priority" depletions caused by SCC <br />'s water usage must also be accounted for. A discussion of SCC's water rights and the <br />approved plan for augmentation is contained in Tab 16, Protection of the Hydrologic Balance. <br />Appendix 16-1 of Tab 16 presents a summary of monitoring required by the Colorado State <br />Engineer's Office (Division of Natural Resources) to ensure SCC's compliance with the approved <br />plan for augmentation. <br />1991 Surface Water Monitorinq Program. This monitoring program is contained in Appendix 15- <br />3. Upon approval of Permit Revision Number 1 IPR1) in October, 1991, Peabody incorporated <br />the monitoring program detailed in Appendix 15-3. This revision basically added two surface <br />water sites and changed some monitoring frequencies. <br />Permit Renewal 2 (November, 1995) modified the ground water monitoring program. No <br />changes were made to the surface water monitoring program. <br />Monitoring at five spring sites will continue on a semi-annual basis for field parameters and <br />according to the surface water parameter long list. Spoil springs will be incorporated into the <br />ongoing spring monitoring program as they develop. SCC will conduct a survey each year <br />following the snowmelt and record the locations of all spoil springs with discharges of at least 5 <br />GPM. Locations will be reported to the Division in the next successive AHR. During high flow <br />season, monthly field parameters will be measured and one full suite laboratory sample will be <br />collected at spoil springs. During the low flow season, field parameters will be measured once, <br />and one full suite laboratory analysis will be conducted. <br />Current Surface Water Monitorinq Program. The 1998 monitoring program (Appendix 15-3A) <br />was instituted upon the approval of Permit Revision 2 111-W South Expansion, submitted 19981 <br />The details of changes made to the monitoring program may be found in the introduction to <br />Appendix 15-3A. <br />Changes to the monitoring program were made as a result of Permit Revision 3 (Sage Creek/Wolf <br />Creek coal mining) submitted in 2002. Changes are detailed in a section titled "Permit Revision <br />No. 3 Changes" in Appendix 15-3A. <br />Additional changes to the monitoring program were made as a result of Technical Revision 52 <br />submitted in 2005. Changes are detailed in a section titled "2005 Technical Revision Changes" <br />in Appendix 15-3A. <br />NPDES Monitorinq. Six NPDES sites exist at the Seneca II-W Mine, and monitoring at these sites <br />will be conducted in accordance with the requirements <br />TR-52 9 Revised 03/05 <br />
