Effect <br />As outlined in 36 CFP. 800.3(bl, "(11 Destruction or alteration of all or part <br />• of a property, (2) Isolation from or alteration of the property's surrounding <br />environment, (3) Introduction of visual, audible, or atmospheric elements <br />that are out of character with the property or alter its setting" are regarded <br />as three criteria of adverse effect. <br />Therefore, site 5GF141 will not be affected because it lies outside the <br />proposed project-boundary. <br />Sites 5GF1147 and 5GF742 will be affected and that effect will be adverse as <br />they are within the proposed project boundaries. <br />st for a Determination of "No Adverse Effect" <br />On the basis of the following mitigation plan for the above mentioned eligible <br />sites, we hereby request a determination of "no adverse effect" for these <br />sites per Advisory Council on Historic Preservation guidelines in accordance <br />with 36 CFR 800.4. <br />Part 1: Criteria <br />1. None of the above sites are National Historic Landmarks, National <br />Historic Sites 1n non-federal ownership, or a property of national <br />historic significance as designated within the National Park Service. <br />2. We believe that the 5HP0 and agency officials will agree that in place <br />• preservation of the sites is not necessary to fulfill purposes set forth <br />in the State Historic Preservation Plan. <br />3. We believe that the SHPO and agency officials will agree that: <br />a. The sites have minimal value as inplace exhibits for public <br />understanding and enjoyment. <br />b. The sites are not known to have historic or cultural significance <br />to a community, ethnic or social group that would be impaired by <br />the retrieval of data. <br />c. Current available technology is such that the significant cultural <br />flora, faunal and chronometric information contained in the sites <br />can be retrieved. <br /> <br />• <br />
