• EXHIBIT D <br />MINING PLAN <br />During the past year, Cooley Gravel Company of Colorado <br />Springs succeeded as operator to an existing mining and <br />reclamation permit, #82-155. The purpose of this amendment <br />is twofold. First, as operator, we want to upgrade the <br />quality of the existing permit to the standards of our <br />Company. The basics of the application remain the same, <br />however, further detail has been incorporated. Second, the <br />amendment also requests incorporation of an additional 320 <br />acres. The annual rate of mining will not be increased. <br />Sales are not projected to increase on an annual basis as a <br />result of additional acreage being incorporated into the <br />permit area. The additional acreage is being requested so <br />that we can better serve our existing customers with quality <br />products by blending more coarse material from the South <br />parcels with finer material on the North parcels in order to <br />produce high quality specification aggregates. <br />The amendment area will be mined from south to north. <br />The material will be mined using dry pit mining methods. <br />Drilling did not indicate the presence of ground water in <br />• the deposit to be mined. The adjacent areas being mined <br />confirm this. <br />Topsoil and overburden, where present are stripped <br />annually in preparation for the following years mining. <br />They are handled separately. The initial stripping will be <br />stockpiled in the original permit area, near the final area <br />to be mined. These stockpiles will be seeded to help <br />prevent erosion. If the initial strippings can be placed <br />directly onto areas in preparation for reclamation, this <br />will be done. Subsequent annual strippings will be placed <br />directly onto areas planned for reclamation. Excess <br />overburden and/or topsoil encountered on the Schmidt <br />property will be stockpiled and seeded. These stockpiled <br />materials will be used for the final area of reclamation. <br />A front end loader will dig the gravel deposit from a <br />working face and carry it to a portable screening plant for <br />sizing and stockpiling. Customers trucks will access the <br />area via a road constructed along the east or west property <br />line. <br />A front end loader will load the vehicles which will <br />travel to the existing scale at the north west area of the <br />originally permitted property. <br />C~ <br />
