The <br />topsoil will be spread to a depth of 8 inches to 12 inches. <br />As detailed in the Mining Plan (Exhibit D), the perimeter <br />will be mined with slopes of 2 to 1 (see Map Exhibit D-1). <br />As backfilling occurs and overburden and soils are added, <br />Phases 1 through 3 will have blended into the existing con- <br />tour; in Phases 4 and 5 only minor slope areas will remain. <br />Those areas will be sloped at 2 to 1. As the topographic nob <br />at the northwest end is mined and reclaimed, an area of only <br />about 6.251 acres will remain in Phases 6, 7 and 8 with slopes <br />of 2 to 1. Along the north side of the pit the slope will be <br />2 to 1 over an area of about 6.3t acres in Phase 8; along the <br />east side in Phase 8 another area of about 3.9t acres will be <br />reduced from 2 to 1 slopes to 4 to 1 slopes by increasing the <br />area of slope along the east side of the pit, removing the top- <br />soil, beveling off the unuseable material, and replacing the <br />topsoil. This procedure will be followed in Phases 9 through 14 <br />to reduce all slopes from 2 to 1 to 4 to 1. <br />It is expected that backfilling. topsoiling and final grad- <br />ing will be accomplished in the first year after mining is <br />complete; however, that may not always be possible. Whenever <br />possible, the operator plans to backfill overburden and topsoil <br />during the months of October through early March (with preference <br />going to topsoiling in October and November) so that the soil <br />will settle and accumulate a reserve of moisture from winter <br />precipitation.
