7. Please inform the Division as to the pit depth in phases 1, 2 and 3. The bore logs provided in Exhibit
S appear to range from 25 feet to 50 feet in gravel reserve.
8. The applicant states that aggregate material will be processed at the existing Baseline Resource site,
permit no. M-1997-058. Please be awaze that the Baseline pernut will need to be revised to
incorporate material hauled in from the Parker-Dersham site, include the location of conveyors that
cross over the pit boundaries, and address the additional mine dewatering and stormwater runoff.
9. Hall-Irwin proposes to install a conveyor structure from the Parker-Dersham Pit to the Baseline
Resources Pit. Please provide additional information regarding the conveyor structure (i.e.
composition, length, width, height, foundations, etc.) and a specific plan for reclamation of the
conveyor structure. in addition, please provide documentation for the legal right to enter the
easement associated with the conveyor structure proposed into the Baseline Pit.
10. The applicant states that initial disturbance of the property will involve clearing the site of existing
structures (w/ exception of the structures to remain). Please state the structures that will be removed
and structures that will remain on site to facilitate the mining operation.
11. Hall-Irwin proposes to ultimately mine through and replace the existing ditch on the Pazker Property
(phase 1 and 2) during non-irrigation months and replace the ditch if required by its users. Please
state the owners/easement holders of the ditch located on the Pazker property. in addition, if Hall-
Irwin intends to mine through and relocate the ditch they will need to submit a notarized agreement
between the operator and the owner(s)/easement holders of the ditch. Until such agreement is
submitted and approved by the Division, Hall-Irwin will need to maintain a mining off- set distance
from the Ditch. If such notarized ageements cannot be achieved during this review period, then a
revision to the permit will need to be filed in the future prior to mining closer than the approved
mining off-set distance.
12. Please submit designs for the replaced ditch on the Pazker property as a component of the reclamation
plan. Specifically, please provide estimated flow rates that the realigned ditch will receive,
dimensions of the realigned drainage, appropriate cross sections and how the ditch will be lined to
prevent scouring.
13. Please state the total azea of land to be affected (in total) compared with the permitted area of 52.3
acres.
14. Please estimate the volume of overburden and topsoil that will be stored on site to facilitate
reclamation of the pits.
15. The mine plan map notes that topsoil piles will be stored at a maximum slope of lh:ly. Such slopes
aze too steep to support vegetation. Please inform the Division as to how the topsoil piles will be
stockpiled to prevent wind and water erosion. The NRCS recommends that topsoil piles be
stockpiled at 4h:1 v slopes.
16. The applicant references a temporary seed mixture that will be used on the topsoiUoverburden piles
for stabilization. The Division could only locate the native grass seed mixture on Exhibit E. Please
clarify.
17. Please describe all haul roads that will be utilized for the mining operation. Any improvements necessary on existing roads and the specifications to be used in the
construction of the new roads needs to be described in the permit and included as part of the
permitted acreage. The applicant will also need to address reclamation of any new or improved roads
constructed on site.
