• <br />EXHIBIT D <br />MINING PLAN <br />nnnnnn LlS6/I /. The following is a general description of the Mining Plan to be used by Custer County in the operation of <br />y,JE ~ this gravel Pit by the Custer County Highway Depanment. <br />1C3~ •~~ The forty_(40) acre area is divided into four (4 a oximately ten (10) ac^ re plots. The area will be mined <br />j in phases corresponding`to tTie plots asindicated on the "Mining lan Map". <br />Mining wil! be of the open pit type. The first Phase area will be striped of overburden and the topsoil <br />piled on [he west border labeled on the map "Overburden Stockpile". It is estimated that a roximately <br />six (6) inches of topsoil will have to be removed to get down to the gravel laver Vegetable matt~ll <br />H ~/;r'•"~ remain with the topsoil. <br />t <br />5 0~ 7 \" Proper grading and care will be taken on a continuous basis for [he prevention of erosion at the site. <br />1J i,~ls <br />~tN~ l <br />,~~5 ~, <br />u~ <br />bt~'~,: ,,c~ <br />V~~~ X41 <br />A road currently exists along the east flank of the site and is used for the Custer County Landfill access. <br />This road will be used to haul in and out of [he site. A road to the First Phase area is indicated on the <br />"Mining Plan Map". <br />There is a small amount of clay material at the site and will be used as binder for local gravel roads. Any <br />clay found will be temporarily stored in [he area titled "Clay Stockpile" on the map. Additional amounts <br />of clay will be needed to be obtained from other locations to meet Custer County needs. <br />The larger boulders and cobbles will be stored in the area shown on the "Mining Plan Map" titled <br />"Oversize Stockpile". <br />The County estimates a maximum gravel useage of 30,000 Tons per year. The Sand and Gravel will be <br />screened, crashed, sorted and piled in the azea labeled "Gravel Stockpile" on an as needed basis. <br />[ndi~~dual stockpiles to be kept at a maximum of 5,000 Tons each. <br />Normal equipment for such operations will be used: a bulldozer, a front end loader, a backhce and several <br />dump trucks. A crusher and screens will also be used. No blasting will be required at the site. The gravel <br />exists in a layer approximately twelve (12) feet thick and is easily mined with a dozer and front end <br />loader. <br />Once an area has been mined it will be graded, the topsoil restored and that area reseeded according to the <br />"Reclamation Plan". The mining will progress with the reclamation of an area already mined cecuring <br />behind it. The topsoil removed from [he next phase will be used on the area already mined. Any <br />unreclaimed area will never exceed ten (IO) acres in size at one time. Final grading will be according to <br />the "Final Reclamation Plan Map". <br />
