Bob Shields presented this petition for special review <br />authorization to extract sand and gravel and operate asphalt and <br />concrete batch plants in the FA-1 Farming Zoning District. t•Ir. <br />SYrields said the application is self-e~;planatory but he ~•rould <br />answer any questions the Planning Commission might have. <br />Plr. Ellery ]ti'ilwarth, representing John and Rosanna Harris, <br />spoY.e in opposition to this request. The Harris' property is <br />near this request and they are opposed to having the batch plants <br />taithin sight of their house. They are concerned that dust and noise <br />will detract from the value of their property. Furthermore, batch <br />plants are not extractive processes and therefore cannot be ap- <br />proved under the special revieca, <br />Mr. Joe Coyt, representing Ptarmigan Investment Company, also <br />spoke in opposition. ;le said the Ptarmigan Subdivision will suffer <br />if this proposal is approved. The subdivision is on a bluff over- <br />looking the excavation and processing sites. Residential uses and . <br />gravel extractions are not harmonious. If this proposal is approved <br />the property values in Ptarmigan Subdivision caill depreciate. Tt,cre <br />will also be traffic problems on Highcaay 392 if material is ]~auled <br />from the wouth end of the site. <br />The Planning Staff explained that in 1976 the Larimer County <br />Board of Adjustment determined that asp}ialt ar,d concrete batch <br />plants are accessory to sand and gravel extraction operations. The <br />dwellings irr Ptarmigan Subdivision will be at least '~ mile from the <br />batch plant sites. The state has very strict emissions standards <br />which swill prevent any particulates from leaving the site.
