7. If the Persigo Pit Runs short of Fill Material prior to the completion of the Monument View
Gravel Pit, M. A. Concrete Construction, Inc. will be responsible for submitting a revision
addressing an alternate source for fill material and adjusting the financial warranty accordingly.
8. Response acceptable.
9. Response acceptable.
10. Response acceptable.
11.With a stated 68,000 cubic yards of fill stockpiled on site during the life of the operation, the
Division assumes that an additional 72,000 cubic yards of material must be imported to meet
the fill requirement that averages 140,000 cubic yards.
12. Response acceptable.
13.Response acceptable.
EXHIBIT E -Reclamation Plan
14.Response acceptable.
15.Topsoil stockpiles in place for more than one year must be stabilized against erosion. Please
indicate if a temporary seed mix will be used for this purpose, or if the reclamation plan seed
mix will be used. If a temporary seed mix is to be used, please specify it's make-up.
16.Response acceptable.
17.Response acceptable.
18.Response acceptable.
19.Because of anticipated excessive compaction of the backfill material, and the thin layer of
proposed replacement topsoil, please include a task in the reclamation plan for deep tilling of
the fill prior to topsoil replacement.
It appears that 25 acres is the maximum acreage requiring topsoil replacement at any time
during the operation...10 acres of fill behind the pit, a three acre pit, a 10 acre
processing/stockpile area, a 1 acre road and 1 acre for the settling ponds. If this is correct,
please modify the reclamation plan accordingly.
Because topsoil is salvaged at a 4 inch average depth, the reclamation plan and cost estimate
should specify an average replacement depth of 4 inches. If, in the course of importing fill to
the site, the operator obtains any material that is of better quality for use as a growth medium
than the salvaged topsoil, the imported soil should replace the equal amount of stockpiled
topsoil and the replaced soil should be used as backfill.
It is assumed that the retention pond will be reclaimed after establishment of vegetation
across the reclaimed site. Is this correct, or is the retention pond to be a permanent feature?
