The method of spoil disposition was approved by a Department of Interior
Task Force as part of the Colowyo mine plan in August, 1977. A rer_ent study was
conducted on behalf of OSi4 on the spoil area and a draft report found the stabi-
lity factor to be greater than that required by law.
As part of this application, Colo~rfo proposes to install and maintain
a monitoring system assuring collection of data and the abilit}~ to identify
potential risks to the environment and public health and safety that may occur.
A well will be drilled in the terrace at the 6900 foot level of the fill slope
down to the natural base elevation of approximately 0600 feet. A piezometer
will be installed in the hole to measure water presence in the spcii_ :..o
survey monuments will be placed on each of the terraces at the 6100 foot, 6800
foot, and 5900 loot levels. Control points will be used on each of the natural
banks providing for measurement of vertical and horizontal movement.
Attached is a drawing reflecting the configuration of the spoil fill,
the major portion of which was included as part of mine plan approved in August,
1977. Also noted in the 3rawing are the locations of the pizometer well and
survey monuments.
Respectfully submitted,
COLOWYO COAL C0f~AP1Y
John D.
