I think that's the key to it what we <br />mean by all other operations. <br />Brown: Yeah, I guess that is the key. <br />Ward: And I guess, an initial assumption on my. part is that it would <br />not include something that they did operate,•are no longer <br />operating, and won't operate in the future. <br />Hiefner: Maybe it would be better if you define it, to state it as mining <br />operations because that's defined in the statute. It doesn't <br />leave any question as to what we mean by operations. <br />Jpry: Say mining operations subject to the '73 or '76 act. <br />Brown: The answer to that question depends on how I vote. <br />Ward: I am not able to answer it.... <br />Turner: I can see a case for a certain amount of looseness in the term <br />"operations" and yet I can see Larry's point in tightening it <br />down 'cos it may be an operation that is, will never be reopened <br />
