In a case such as this, <br />the start date is contingent upon the spring weather. On page <br />11 of your Act, it starts with special permits 10-day processing <br />Section 111. <br />',card: [Are they] prepared to say that in every other respect it would <br />appear they qualify for the 111? <br />Rindahl: Yes. See on page 12, §G, the terms of the governmental contract <br />which makes special germits necessary, and then, (find the other one) <br />the first paragraph, contract where the contract calls for work <br />to be commenced within a specifically short time. The contract <br />itself will start depending on weather in the spring, but they <br />won't be able to start and fulfill the contract unless they have a <br />chance to stockpile prior to that time. <br />Ward: Is this in any sense apt to cause problems a5 far as precedent <br />for another operation that wants to stockpile early and....? <br />Rindahl: It could. It could. And I can see where there would possibly be <br />specific cases using the exact same justification: that the State <br />or the County needs to start a road construction, really no, it'd <br />have to be an airport, because road construction and airport <br />
