I don't want to retract this at all, <br />but, just probably for the record, with the Board's permission, <br />I should register COSC and EDF as protestants, objectors, to <br />this permit. Time didn't allow written objections to get in <br />on these ten-day permits, and I'm sure the Board will have to <br />think up a procedure for this but, we'd like you to know that <br />we do object to the permit on the gmunds that we discussed, and I <br />think the fundamental issue for you, just one final word, is <br />the good faith issue cuts both ways. The legislature was aware <br />of the good faith issue clearly, because you've had in existance <br />an act for three years that, in a perfect world of good faith <br />operators, would leave no unpermitted operations for you to <br />worry about today. Takes two kinds of good faith, this good <br />faith operator bringing in applications now which are incom- <br />plete and there is some question about whether the operator <br />is really divulging all of his operations to you as we all <br />laughed about just a moment ago. I think the other side of the coin, <br />the good faith coin that you have to look at is, why weren't these <br />operations permitted, and isn't that what §120 is designed to help <br />you control? <br />Ward: Okay, I think we ought to act on the motion, do something with <br />it.
