• -49- •
requirement... we haven't tacked it on very permits but that has
LVard
Pring:
been, very many permits, but that has been the case in every one
that I know of.
All right, okay. Are you ready for some response?
Sorry, George Pring here. I don't want to retract this at all,
but, just probably for the record, with the Board's permission,
I should register COSC and EDF as protestants, objectors, to
this permit. Time didn't allow written objections to get in
on these ten-day permits, and I'm sure the Board will have to
think up a procedure for this but, we'd like you to know that
we do object to the permit on the gmunds that we discussed, and I
think the fundamental issue for you, just one final word, is
the good faith issue cuts both ways. The legislature was aware
of the good faith issue clearly, because you've had in existance
an act for three years that, in a perfect world of good faith
operators, would leave no unpermitted operations for you to
worry about today. Takes two kinds of good faith, this good
faith operator bringing in applications now which are incom-
plete and there is some question about whether the operator
is really divulging all of his operations to you as we all
laughed about just a moment ago. I think the other side of the coin,
the good faith coin that you have to look at is, why weren't these
operations permitted, and isn't that what §120 is designed to help
you control?
Ward: Okay, I think we ought to act on the motion, do something with
it. Are you ready for the question? Lynn?
