• Access will be regulated by Colorado Yampa Coal to any area within the <br />proposed permit area which might possibly be subject to flyrock from <br />blasting for the protection of the public and livestock. The general <br />mine areas are identified by signs on all entrance roads restricting <br />entry to authorized personnel. Signs identifying the area as a blasting <br />area describe the warning and all-clear signals. A modulated radio <br />signal will be sounded approximately 3 minutes before the blast and will <br />continue until the blast area is clear following the blast. A single <br />tone siren after the blast wil signal all clear. Access to the immediate <br />area of a blasting site will be cleared and controlled by qualified mine <br />personnel prior to a blast. <br />As stated previously, Colorado Yampa Coal will use the modified scaled <br />distance equation to limit the number of blast holes per delay such that <br />the peak particle velocity limit of 1 inch per millisecond is not <br />exceeded. If deviation from the number of holes per delay occurs or upon <br />request from the Division, a seismograph will be utilized to assure <br />• compliance with the peak particle velocity limit. <br />A record of all overburden and coal blasts in the format shown in Permit <br />Renewal Figure 1, Overburden and Coal Blasting Records, will be used by <br />Colorado Yampa Coal as modified in response to OSM special stipulations. <br />Since the modified scaled distance equation has been previously approved <br />by the Division, seismograph records will not be used. The blast design <br />will be attached to the blasting record for each shot. <br />Colorado Yampa Coal will conduct blasting only during times announced in <br />the blasting schedule, except where safety requires the mitigation of <br />unavoidable hazardous situations. No blasting to mitigate unavoidable <br />hazardous situations will be conducted without prior notice to the <br />Division. <br />Colorado Yampa Coal requests approval from the Division to conduct <br />blasting at times other than those announced in the published blasting <br />• schedule when unavoidable hazardous situations are determined to exist <br />Permit Renewal 780-44-3 <br />
