• Exhibits 2 and 3 presents copies of CYCC's most recent Federal <br />Explosives Permit, and Permit to Store and Use Explosives. <br />The types of explosives and approximate blasting patterns for overburden <br />and coal are shown in Permit Renewal Table 3, Blasting Parameters - <br />Overburden, and Permit Renewal Table 4, Blasting Parameters - Coal. <br />Pre-blasting surveys and assessments of surface structures, cables, <br />transmission lines and wells will be conducted by Colorado Yampa Coal <br />Company promptly upon request by the Division or upon requests by <br />residents of dwellings located within one-half mile of any part of the <br />proposed permit area. A written report of the pre-blasting survey, which <br />includes any proposed adjustments to the blasting program that will be <br />incorporated to prevent damage, will be promptly provided to the persons <br />requesting the survey and to the Division. <br />Colorado Yampa Coal will publish a blasting schedule on an annual basis <br />• such as the existing Eckman Park schedule in Permit Renewal Exhibit 4, <br />Proof of Publication of Blasting Schedule, in the Steamboat Pilot <br />Newspaper, which is published in Steamboat Springs, Colorado. Before <br />blasting in areas or at times not described in the published blasting <br />schedule, a revised schedule will be promptly mailed to residents or <br />owners of dwellings within one-half mile of the proposed permit area and <br />to local governments and local utilities. <br />Colorado Yampa Coal will give individually distinguishable warning and <br />all-clear signals which are audible within a range of one-half mile from <br />the point of the blast. Persons within the proposed permit area and <br />persons who reside or regularly work within one-half mile of the proposed <br />permit area will be notified of the meaning of the signals through <br />appropriate instructions. Also, Colorado Yampa Coal will include an <br />explanation of such signals in the public notice of blasting schedule <br />described above.
