• <br />ACCESS PERMIT TEFL4IS & CONDITIONS <br />1. This perm([ is issued to permit and allow the construction of a new access to State Highway 285 located at <br />approximate milepost 101.444 right. <br />2. The access shall serve that indicated on Page one (I); a maximum of one (I) gravel pit operation on the <br />SEl/4 SE1/4 Section 26, Township 46 Nonfi of Range 9 East of the New Mexico Principal Meridian, <br />Saguache County, Colorado. <br />3. Anew access application shall be submitted and a new access permit shall be issued by CDOT prior to any <br />increase in the herein permitted vehiculaz volumes, changes in the type of business permitted, or any auxiliary <br />lane construction activities. Under no circumstances will the access be allowed to operate in an unsafe <br />manner. <br />4. The access is permitted for thirty-five (35) foot wide opening at the Right-of-~Yay line with a fifty (50) foot <br />radii, in conformance with lvf&S Standazd 203-1, copy enclosed. <br />5. The access shall be constructed perpendicular to the [rave( lanes of State Highway 285 for a minimum <br />distance of 40 feet or to the right-oFway, whichever is furthermost, and shall slope down and away from the <br />adjacent pavement edge a[ a mte of 29o for a minimum of 20 feet. <br />6. ff an access gate is installed the access gate shall be set back so that the longest vehicle using the access can <br />completely clear the traveled way when the gate is closed. <br />7. The access approach shall be surfaced to the Right-of-Way Line with four (4) inches of Hot Bituminous <br />Pavement (HBP Grading S or 57~, four (4) inches of Base Course (ABC Class 6) and ABC Class 1 Sub-Base <br />(Depth to be determined by the Senior Highway Foreman. Regvued depths indicate compacted material. <br />Concrete pavement may be used in lieu of bituminous pavement. Concrete pavement shall meet the <br />requirements of section 412 of the standard specifications. <br />8. Aside drain culvert is no[ required at this time. If at a future date drainage becomes a problem, the permittee <br />will be requred to install a side drain culveR at no cost to the Department. <br />9. No drainage from this site shall enter onto the State Highway 285 travel lanes. The access shall be <br />constructed and maintained in a manner that will not cause water to enter onto the roadway, and will not <br />interfere with the existing drainage within the State Highway 285 right-of--way. Drainage to the State <br />Highway right-of-way shall no[ exceed the historical rate of flow. <br />]0. All required access improvements shall be installed prior to the here-in authorized use of this access. <br />11, The vehiculaz volumes using this access shall not exceed an average Peak How Volume of twenty-five (25) <br />right-tinning movements from State Highway 285 into the access. <br />12. The vehicular volumes using this access shall not exceed an average Peak How Volume of ten (IO) left- <br />turning entrance movements from State Highway 285 into the access. <br />13. If the access volumes exceed the values listed above, the permittee(s}lpropertyownets shall be proportionately <br />responsible to install the warranted access improvements within the earliest construction season. Failure to <br />provide the warranted improvements may result in closure of the highway access. <br />14. If the permitted use of the access causes the flow of vehicles entering the property at this location to queue or <br />hesitate on the highway creating a traffic hazard, as determined by CDOT, the Permittee shall be required to <br />modify or reconstruct the access to CDOT standards and specifications at no cost to CDOT. <br />
