RICHARD RAINES <br />Water Resource Specialist <br />Education Summary <br />Richard received a Bachelor of Arts Degree from Texas A&M University in 1988. He also <br />earned his Master of Science Degree in Natural Resource Development in 1992 from Texas <br />A&M University. Richard is an active member of the American Water Resources Association <br />and the American Institute of Hydrology. He has written and been published on the subject of <br />conjunctive water management. <br />Ezoerieace Summary <br />Richard possesses eight years of professional experience in the development of augmentation <br />plans, water rights analysis, historic consumptive use analysis, and water resource planning and <br />management. He is currently involved in over twenty augmentation plans for mining operations <br />in the South Platte, Poudre, Big Thompson, and St. Vrain River basins. He has prepared plans <br />for submittal to the State Engineers Office and secured augmentation water supplies from a <br />variety of sources including ditch rights, storage reservoirs, non-tributary ground water and <br />e&luent credit. Richard is experienced working with State and local government agencies, as <br />well as private land owners to accomplish project goals. <br />Water Resource Specialist <br />Applegate Group, Ine., Westminster, Colorado (1999 -Present) <br />Responsible for development of augmentation plains, water rights analysis, historic consumptive <br />use analysis, and water resource planning and management. Routinely coordinates with staff <br />from the Division of Water Resources. <br />Wster Resource Analyst <br />City of Thornton, Thornton, Colorado (1997 -1999) <br />Provided technical support to meet decree requirements for the City's water rights project in the <br />Poudre River basin. <br />Water Resource Planner <br />Nez Perce Tribe, Lapwai, Idaho (1994 - 1997} <br />Provided technical support in Tribe's federal reserved water right negotiations and litigation in <br />the Snake River Basin Adjudication. <br />Applegate Groop,lne- <br />
