Rapp - 3 - April 10, 1985 <br />of the entire permit area for reclamation can be more clearly delineated. <br />Vegetation information from such areas should be in the form of a CO-ECS-2 <br />form from the S.C.S. or equivalent. <br />Exhibit E <br />1. The reclamation plan for this site is not sufficiently detailed, given the <br />complex topography involved. The final configurations for the various quarry <br />and work areas should be described. The following questions should be <br />answered: <br />a. What are the maximum planned slopes in each area? For reclaimed <br />rock outcrop areas, the final configuration should be demonstrated to <br />be stable. This may require testing or other analytical procedures, <br />k given several parameters. These would included (at a minimum): <br />S <br />Q ~~~ 1. the rock material involved; <br />~ 2. the reclaimed slope of that material; and <br />3. the height of each reclaimed face between benches (if any). <br />b. Are benches planned for purposes of stability in each quarry area? <br />X If not, the stability of anon-benched, reclaimed slope should be <br />demonstrated. <br />c. Your proposed future land use under applicaton item 15 is merely a <br />~j drastically condensed version of your reclamation plan. In general, <br />~~'i"~ this area will probably provide limited wildlife habitat. As such, the <br />comments by the Division of Wildlife will be crucial to this plan. <br />d. Given the nature of quarrying operations, reclaimed rock faces are <br />typically benched, and the benches are often reclaimed by planting <br />~45~~ using available fines and/or available topsoil. Trees and shrubs (to <br />2 serve as wildlife browse) are often well-adapated to such sites. Has <br />such a plan been considered? The S.C.S. could suggest tree and shrub <br />species for such a reclamation plan. <br />e. If benching is a part of the plan, the configuration of all benched <br />areas should be described in detail. Bench widths should be given. <br />p¢ Benches should be slopes laterally for drainage and slightly backsloped <br />~i~~ SQ~r.°:'S' for water retention if revegetation is planned. Cross sections of <br />G~.55 typical benched areas are useful for descriptive purposes. <br />f. Across section (or cross sections) may be needed to illustrate <br />reclaimed slopes, in any case. These can also be useful, when paired <br />with a reclamation map, to illustrate the extent of rock removal in a <br />quarry area. As with the mining plan map, a topographic map may be <br />needed to adequately portray reclamation on this complex site. <br />X 2. The seeding rates for the topsoil stabilization mixture should be <br />specified. <br />3. If is not entirely clear to me why no grasses and fortis are to be planted <br />X in topsoiled areas. The S.C.S. should be able to suggest some appropriate <br />species for these areas. <br />
