3.I.4 - Public Use: There will be no public use permitted at the proposed area of operations before, <br /> during or subsequent to the completion of mining activities and reclamation. <br /> 3.1.5 -Reclamation Measures- Materials Handling: <br /> (1) Final grading will provide the excavated pit Floor area with a fairly level surface at an <br /> approximate elevation of 7855 feet AMSL. Slopes into the excavated pit Floor area will be at <br /> (2) Backfilling is not part of the reclamation plan. There will be no overburden or waste materials <br /> requiring replacement or compaction. There will be no acid forming or toxic materials <br /> generated by mining activities at the site. <br /> (3) Stormwater control measures and Best Management Practices(BMPs)will be used to protect <br /> areas outside the affected area. All slopes into the excavated pit area will be stabilized at 3:1. <br /> (a) Concurrent reclamation activities are planned as soon as sufficient space is available for the <br /> mining/crushing/stockpiling and reclamation activities to take place simultaneously in the <br /> excavated pit Floor area. <br /> (5) There will be no acid forming or toxic materials produced by mining and/or reclamation <br /> activities at the proposed site. <br /> (6) There will be no drill,auger holes adits or shafts at the proposed site. All mining activities <br /> will be of the surface variety using buldozers and loaders to excavate and process material <br /> from the pit area. <br /> (7) All slopes will be at 3:1 or less. Ponds or lakes are not part of this reclamation plan. <br /> (8) The owner's/operator's choice of reclamation is for rangeland. <br /> (9) There are no plans for the use of site generated or offsite inert structural backfill materials. <br /> (10) There are no surface drainage systems within the proposed permit area. Stormwater controls <br /> and BMPs will be utilized to prevent Stormwater from entering the excavated pit area. <br /> (I 1)There will be no unauthorized release of pollutants to the groundwater. Fuels and lubricants <br /> for equipment will be self-contained. No onsite fuel or fluid storage is contemplated other <br /> than that which is self-contained in the equipment. Types will probably be diesel fuel, <br /> gasoline, lubricating oils,and engine coolants. Volumes will be the tank sizes of the various <br /> equipment. <br /> All other applicable Rule 3: 3.1 Reclamation Performance Standards requirement concems for <br /> Surface Water, Groundwater, Wildlife, Topsoiling,and Revegetation are explained in the <br /> appropriate"Exhibit" section of this application document. There are no current buildings, <br /> structures or historic buildings or structures located within the proposed permit area. Other than <br /> temporary scales,there are no planned buildings or structures to be located within the proposed <br /> permit area. Appropriate signage will be posted at the site access indicating the name of the <br /> operator, statement that a reclamation permit has been issued by the Colorado funned Land <br /> Reclamation Board, and permit number. The boundaries of the affected area will be clearly <br /> delineated by wire fencing and a lockable access gate. <br /> (d) Plans for topsoil segregation,preservation, replacement and revegetation. List of preferred <br /> species to be planted planting methods and time of planting. <br /> The upper 8 to 12 inches of topsoil material will be salvaged and stockpiled along the pit <br /> perimeter(at the top of the 3:1 slope) in buffer zone areas for replacement in reclamation. If <br /> topsoil stockpiles are to be left for more than I growing season, they will be seeded with the <br /> USDA recommended seed mix. These stockpiles will be located out of mine traffic areas and <br /> possible temporary stockpile locations. As shown on the Mining Plan Map, the buffer zone <br /> areas on the north,east,and south sides of the proposed area of operations will be <br /> approximately 30 feet in width. The buffer zone area on the west permit boundary(adjacent <br /> to US 285 R.O.W.)will be 50 feet in width. During each stage of reclamation activities, after <br /> final grading, topsoil will be replaced on the pitfloor and 3:1 slope areas using bulldozer and <br /> motorgrader type equipment to a minimum thickness of 6 to 12 inches. <br />
