EXHIBIT E—Reclamation Plan <br /> (a) Description of the type of reclamation proposed to achieve the reclamation of affected land, <br /> reasons for reclamation type choice, amount of acreage and general discussion of methods. <br /> The type of reclamation selected for the proposed area of operations will be for rangeland use. <br /> The current site description and use is that of vacant rangeland. All surrounding lands are <br /> currently used as rangeland with the exception of the Saguache County Gravel Pit located to <br /> the south of the proposed area of operations. This adjacent gravel operation's reclamation <br /> proposal is for reclamation to rangeland. <br /> The total affected area of approximately 35 out of 38.65 acres within the proposed permit area <br /> will be reclaimed as rangeland. The remaining 3.65 acres is already rangeland and its land <br /> use designation will not change. During each stage of reclamation activities, after final <br /> grading, topsoil will be replaced on the pitFloor and 3:]slope areas using bulldozer and <br /> motorgrader type equipment to a minimum thickness of 6 to 12 inches. Topsoil stockpiles <br /> will be seeded(via broadcast) if left longer than one growing season. Concurrent(with <br /> mining)reclamation activities will take place when there is sufficient room available in the pit <br /> Floor area for both crushing/mining/product stockpiling and reclamation activities. Minimum <br /> sufficient room for concurrent reclamation would be in excess of20 to 24 acres in the <br /> excavated pit Floor area. This minimum area would allow sufficient space for crushing <br /> equipment and product stockpiles in the pit Floor as well as an area, which could then undergo <br /> concurrent reclamation. <br /> Stormwater controls such as silt fences and a low earth berm would be used to control and <br /> limit stormwater from entering the pit and ramp areas. Only through direct precipitation will <br /> stormwater enter the pit area. The low berm will extend around the entire excavated pit <br /> perimeter at the top of the 3:1 slope and a rain berm will be located at the top of the remnant <br /> ramp. <br /> (b) A Comparison of the proposed post mining land use to other land use in the vicinity and to <br /> adopted state and local land use plans and programs. <br /> As stated above, all surrounding lands are currently used as rangeland with the exception of <br /> the Saguache County Gravel Pit located to the south of the proposed area of operations. This <br /> adjacent gravel operation's reclamation proposal is for reclamation to rangeland. A <br /> conditional permit has been applied for with the Saguache County Land Use Department in <br /> order to change the current land use designation from an Agricultural District designation <br /> (vacant rangeland)to an Extractive Industries land designation(see Exhibit M— 1). <br /> (c) A description of how the Reclamation Plan will be implemented to meet each applicable <br /> requirement of Rule 3: Reclamation Performance Standards - Section 3.1.1 through Section <br /> 3.1.5 <br /> 3.1.1 - Establishing,Post-Mining, Use: Post mine use will be for rangeland. <br /> 3.1.2 - Reclaiming Substituted Land: There are no previously mined lands to be substituted. <br /> 3.1.3 -Time Limit and Phased Reclamation: A five(5)year phased reclamation and/or concurrent <br /> reclamation is planned. It is anticipated that each crusher mobilization will disturb 3 to 4 acres. <br /> The initial phase of reclamation will occur after approximately 20 to 24 acres have been excavated <br /> from the pit area. This will provide sufficient area for mining/crushing and product stockpiling in <br /> the pit Floor area and available space for the initial phase of reclamation(approximately 10 acres <br /> available for"initial phase"reclamation). <br />
