A <br />copy of the amended plan shall be submitted to the Division and <br />the CMLRD. <br />j) Where practicable, the permittee shall employ waste minimization <br />• and noliucion orevention techniques. For more information on <br />this topic, the permittee may contact the Division. <br />k) Materials Containment - The plan shall include information and <br />proced~~res for the prevention and containment of spills of <br />materials used, processed or stored ac the facility, which if <br />spilled, would have a reasonable probability of having a visible <br />or otherwise detrimental impact on waters of the State. J <br />This includes materials, especially those exposed co stormwacer, <br />chat may be discharged due co poor handling practices, outdoor <br />storage and/or improper waste disposal practices. The plan shall <br />include, but not necessarily be limited to: <br />i) A his COry of spills which have occurred in the three (3) <br />years preceding the effective date of the individual <br />facility certification. The his cony shall include a <br />causation of the spills and a discussion of preventative <br />measures designed co prevent them from reoccurring; <br />ii) A description of the reporting system which will be used co <br />notify responsible facility management, the Scace Water <br />Quality Control Division, the Environmental Protection <br />Agency, downstream water users within 5 miles downs cream of <br />the facility, and local health officials; <br />iii) A description of preventative facilities (including overall <br />. facility plot) which prevent, contain, or treat spills and <br />unplanned discharges, including discharges that occur due to <br />stormwacer picking up materials addressed in this section; <br />J J - See next page. <br />
