Scormwacer Manaeemenc Plan (continued) In the areas of coal mining facilities directly regulated by effluent limitations, is is expected that, through actions directed ac achieving compliance with these limitations, the permictee will effectively control most site scormwater discharges. However, in ocher areas, this may not be the case. Some of the discharges are outside the coverage of the diversion ditches and sedimentation ponds required under the facility's Colorado Mined Land Reclamation Division (CMLRD) permit. Examples of such areas are roads and railroad Lines used for transportation co and from the site, outslopes of ponds, inactive Loadoucs, sites used for storage and maintenance of material handling equipment and areas granted small area exemptions. The plan shall describe all areas that have not been previously permitted, but meet the definition of a scormwater discharge in 40 CFR 122.26, and shall include a map (or maps) denoting the affected areas. The map(s) shall show the location of the discharge(s) or drainage areas and indicate the receiving waters. The map(s) shall label each stormwacer oucfall with a three digit number beginning with the next number after the last number assigned co surface runoff outfalls. • The plan shall describe the controls and/or procedures that specifically address the goal of minimizing or elimiracing the pollution from these scurces. In some cases, this may entail construction of physical facilities. In ocher cases, is may entail developing new methods of operation or material handling and/or replacement of materials with chose that are less polluting. The permictee shall make the appropriate determinations and receive the appropriate approvals from the CMLRD. Where necessary, the plan shall include a schedule eE activities and/or construction with a reasonable timetable for implementation of any new operations or construction of new facilities necessary co achieve the required goals. The time cable shall allow for attainment of operational level as expediently as possible, but in no case after .tune 30 1995, in conformance with Parc 402(p)(4)(A) of the Federal Clean Water Ac c. The Division will ensure that-no proposed timetable is excessively lengthy. Specific Requirements: a) A coov of the plan shall be kept on-site and shall be readily available co all personnel involved with compliance with the plan. b) The plan shall contain a statement of certification, signed by tap • management, supporting compliance with the stated goals. c) Records pertaining to implemeRCacion of the plan shall be kept in a log and made available on request to Division, CMLRD and EPA representatives (see Parc I.C.4.).
