The following is what was agreed on by P~,M and MLRD <br />to completely satisfy the remaining concerns of stipulations 6 and 7. <br />STIPULATION ~6: <br />• PF,M will establish a minimum woody plant density in the Moffat area of <br />1,000 stems/acre. The mine will create irregular shaped shrub islands through- <br />out the Afoffat area as described in previous correspondence. Shrub density will <br />be higher within the islands and less in the interspaces. But overall, the shrub <br />density >n the Moffat area will be at least 1,000 stems/acre. <br />Both P$M and the Colorado Division of Wildlife believe this stem density <br />is not the best solution for wildlife habitat. But since MLRD feels stipula- <br />tion ~6 can only be satisfied by committing to 1,000 stems/acre, P$M will <br />attempt to meet this density requirement. However, Ms. Emrich went on to say <br />if P~,M has difficulty establishing 1,000 stems/acre, MLRD would reevaluate <br />this issue; especially if any new information or ]mowledge appears on the <br />subject. <br />STIPULATION N7: <br />PF,M has chosen to follow MLRD's simpler guidelines for establishing a <br />standard for species diversity. At the September meeting, Sandy recommended <br />using 5% as the cut off value for determining relative species importance. <br />However, using Edna's baseline vegetation data, So does not yield a minimum of <br />five species necessary for diversity. Because of this, PF,M chose to use 4~ as <br />the minimum relative plant cover value in determining species importance.
