The operational, reclamation, and environmental control information for <br />• the planned Coal Gulch Mine is set forth in this document. <br />MINE DEVELOPMENT <br />This permit application represents a request for a permit from the <br />Colorado Mined Land Reclamation Board pursuant to the Colorado Surface <br />Coal Mining and Reclamation Act, C.R.S., 1973, Section 34-33-101, et seq. <br />The net effect of this request is to effect compliance with the new <br />Colorado Act and Regulations promulgated thereunder. <br />Without regulatory approval of this permit, coal production from the Coal <br />Gulch Mine cannot begin and the operation may be permanently closed. <br />Unemployed coal miners in La Plata County would not receive jobs, and <br />customers would not benefit from the high quality, low sulfur coal. <br />Peerless Resources has plans to become a long-time employer in La Plata <br />County; if forced to halt its present plans and projections, no <br />beneficial socioeconomic impacts would be generated which can be felt <br />positively in the local community. Because of the nation's current high <br />unemployment rate and other economic problems, rejection of the mining <br />and reclamation plans for the Coal Gulch Mine would only add to the <br />troublesome situation by not creating additional jobs for unemployed <br />Americans. <br />Because the area to be used by Peerless Resources has been completely <br />disturbed in the past, no additional environmental impacts should occur. <br />Support facilities such as office buildings or trailers, crushers, etc. <br />can be placed on areas that were previously disturbed and will only be <br />used to continue mining the underground reserves in the area. The area <br />which has been disturbed will be reclaimed to beneficial use similar to <br />the adjacent area following completion of underground mining. <br />Importantly, southwest Colorado will enjoy a resumed production of coal <br />and will receive revenues because of renewed employment and local taxes. <br />• Peerless Resources <br />and the mining <br />application. <br />requests that the Division approve this application <br />and reclamation plan as delineated within this <br />-4- <br />
