04021 Banks and Gesso, LLC <br />Exhibit E -Reclamation Plan <br />Overview <br />Phases 2 and 3 will be reclaimed to lined water storage reservoirs, while Phase 1 will be <br />backfilled to approximate original grade and reseeded. <br />Reclamation Process <br />Land disturbance within each new phase area will begin with removal and stockpiling of <br />topsoil prior to mining. Topsoil will be utilized for future surface reclamation as a plant <br />growth medium and as a component of backfill for mined pit-slopes. Topsoil stockpile <br />berms will be placed as shown in Exhibit C-3. Stockpiled topsoil that will remain in place <br />for more than one year will be revegetated with a temporary seed mix. <br />The mined slopes will be reclaimed to a minimum slope ratio of 3H:1V. These slopes <br />will be constructed using a combination of stockpiled overburden from stripping <br />operations and weathered shale bedrock that is scraped from the pit floor during mining. <br />Slurry walls will be constructed around Phase 2 and 3 at the onset of mining in Phase 2 <br />to seal the mine cells off from the surrounding groundwater regime and allow the site to <br />be used as water storage reservoirs as an end-use. Phase 1 will be backfilled with <br />material to return the area to approximate original grade. <br />This reclamation plan has been designed to balance the cut and fill requirements. There <br />will be some excess topsoil, which will be mixed with overburden and used for backfill. <br />No off-site materials are expected to be needed to complete the reclamation work. <br />Topsoil Preservation <br />Topsoil that is needed for later use in revegetation efforts as a plant growth medium will <br />be stockpiled separately, as shown on Exhibit C-3. It will be seeded with a temporary <br />seed mix (see Table E-2 later in this section) if the stockpile is to remain in place for <br />more than one growing season. The seeding of these stockpiles will reduce wind and <br />water erosion, compaction and other disturbances that may reduce its capability to <br />support reclamation vegetation. Only as much topsoil as needed to complete <br />revegetation will be seeded with the temporary seed mix. The remainder will be <br />stockpiled with the overburden, and used for backfill. <br />Final Gradino <br />Pit edges will be backfilled to a minimum slope of 3H:1 V. Water levels within the sealed <br />reservoirs are expected to be approximately 5 ft below existing grade on the site. <br />Topsoil Replacement <br />After overburden replacement in each phase, at least 12 inches of topsoil will be re- <br />spread over disturbed areas (above water levels) to provide a proper medium for <br />revegetation. Topsoil will be placed in lifts not to exceed 4-inches in depth and will not <br />be re-spread when the ground is frozen, excessively wet or otherwise unsuitable. <br />Contour furrows will be established on shoreline slopes to reduce erosion and <br />encourage stable plant growth.
