Further, you have proposed that a minimum of 20% of the <br />reclaimed slopes less than 5:1 would be Designated shrub clump establishment <br />areas where transp~anting of mature shrub clumps and/or direct seeding and <br />transplanting of shrub seedlings would be employed. Messures to enhance <br />establishment of seedling shrubs in the shrub clump establishment areas will <br />include the use of direct haul topsoil and/or a moaification of the regular <br />herbaceous seed mix (so as to reduce the competition between herbaceous <br />species and seedling shrubs). <br />-he Division has two remaining concerns. First, as you have observed, a <br />standard of 1,000 woody stems per acre has been recommended by the Division of <br />Wildlife for reclaimed lands in Northwest Colorado. Given the somewhat <br />generalized nature of the shrub establishment plan provided by Colowyo and the <br />lack of specific justification for the propose: 850 stem per acre stem density <br />• standard, the Division does not feel comfortable in approving a woody density <br />standard which is lower than that recommended by the Division of Wildlife. <br />Second, the plan indicates t:~at in some instances the regular seedmix will not <br />be seeded in order to reduce herbaceous competition. The Division agrees that <br />an alternative seed mix is warranted. Information should be submitted on the <br />modified seed mix and seeding rate and the criteria which will be applied in <br />selecting areas which would not be seeded with the regular seed mix (acreage, <br />slope, erosion control etc.). <br />In resolution of Stipulation No. 5, the Division sets the woody plant density <br />standard for the Colowyo Mine at 1000 stems per acre for all portions of the <br />reclaimed area except perimeter slopes which are steeper than 5:1. <br />Shrub reestablishment is to be accomplished as specified in this letter and <br />your tatters of November 8, 1983 and October 25, 1984 (with the exception <br />being the objective of 1000 stems per acre rather titan 850 stems per acre).
