12. Slopes reclaimed on the all sides of the pit will produce slopes greater than 300 feet in
length. Please state how the applicant intends to stabilize the reclaimed land to control
erosion on such long slopes. The applicant will need to implement techniques to break
down the slope length such as including benches or berms. Please address accordingly.
13. The reclamation plan map depicts a large pit area, approximately 72 affected acres in size
that will be graded to a bottom elevation of 6150 feet. Under this plan surface water from
runoff and rainfall will accumulate in the pit. Please explain how the water will be
removed from site both during the mining operations and upon reclamation of the site.
Under the CDPS Stormwater requirements, if stormwa[er runoff is intercepted by this
operation and is not diverted or captured in priority, it must be released to the stream
system within 72 hours. This may require a discharge permit from CDPHE-WQCD.
Otherwise, the operator will need to make replacements for evaporation. Please address
accordingly.
14. Please further explain the surface water management plan for the site upon reclamation.
As there appears to be no positive drainage flow from the pit, water accumulating in the
pit may breach a low azea and result in off-site impacts. Please revise the reclamation
plan to address positive drainage flow from the pit.
Rule 6.4.7 Exhibit G- Water Information
15. The introduction section of Exhibit G states that "few water impacts may be anticipated
due to the landscape context. Few water demands maybe anticipated, since the clay mine
is intended to ship raw materials to the Applicant's brick plant without extensive
handling prior to shipment." Please describe the nature of these possible impacts and
demands.
16. The applicant will need to supply the Division with proof of the seasonal high
groundwater elevation. The applicant will need to submit this data to the Division during
the review period for this application or in the form of a revision to the permit prior to the
commencement of mining as stated in the application. In addition, the applicant should
stay 5 feet above the seasonal high groundwater elevation unless it can be demonstrated
the mining will not intercept groundwater at a lesser depth.
17. Please provide DRMS with a copy of the Storm Water Management Plan (SWMP) and
the Spill Prevention Control and Counter measure (SPCC) Plan the operator submitted to
the Water Quality Control Division. Please make any changes necessary to maps to
specify where ditches and sediment or stormwater control structures aze located so the
Division can calculate the cost to reclaim such structures.
Rule 6.4.8 Exhibit H- Wildlife Information
18. Section (1)(d) requires the Applicant/Operator to include a description of the general
effect during and after the proposed operation on the existing wildlife of the area,
including but not limited to temporary and permanent loss of food and habitat,
interference with migratory routes, and the genera] effect on the wildlife form increased
human activity, including noise. Please include the above requested information
regazding the operation's effect on wildlife at the site.
3
