<br />EXHIBIT C <br />Mining Plan <br /> <br />Mining at the site has been done in accordance with the <br />111 permit. Partial reclamation of the site has been accomplished. <br />Mining will continue on a intermittent basis over the next 20 <br />years. Actual processing of materials will be dependent upon local <br />demand and government projects that might become active in the area. <br />Removal of processed materials will be on a intermittent basis. <br />Approximately 12 inches of topsoil will be salvaged from <br />disturbed areas. Topsoil will be stockpiled on the south end of <br />the site. Topsoil stockpiles will be sloped on a minimum of <br />2:1 slopes and will be seeded with Western Wheatgrass at 16 lb/acre. <br />Approximately 12 inches of overburden must be removed to <br />reach the deposit. The deposit will be removed to a depth of 8 to <br />10 feet. <br />Existing roads to the site will be utilized. Plants doing the <br />processing are mobile and will move within the pit as mining <br />progresses. Stockpile locations will also move as mining progresses. <br />Existing roads are all approximately 20 feet wide and, except <br />for mainteneance (i.e. blading) will be the some as existing prior <br />to use. No new roads will be necessary. <br />Water used will be that necessary to supress dust during crushing <br />and for dust abatement during haul operations. Water will be imported <br />to the site by truck and will be purchased from land owners with <br />permitted wells. No groundwater will be encountered nor will <br />surface waters be disturbed. <br />
