The DMG has reviewed the <br />plans and the bridges should handle the appropriate design flood event. <br />8. "Serious concems about crossing wetlands at Tallahassee Creek." <br />(T. Rand) <br />Response - (See Response for No. 5 above.) <br />Application Exhibit E -Reclamation Plan: <br />"No planned reclamation of the quarry highwalls and benches." <br />(S. Steers) <br />2. "There is no reclamation process available for bench-cut mining of the mountains -only scaring." <br />(S. Steers) <br />Response to Nos. 1 & 2 -The applicant originally proposed to only leave a stable highwall as <br />reclamation of the granite quarry. Where mining results in a rock highwall, the regulations do not <br />require standard reclamation practices of grading, topsoiling, and revegetation (see Rule 3. L 10(8)(e}}. <br />Although required only to leave a stable highwall, the applicant has changed the proposed granite <br />quarry reclamation plan to include blasting down some bench areas to create a more natural talus slope <br />effect and to revegetate other bench areas. The applicant has also committed to reclaiming <br />approximately 35% of the quarry flow. There are inadequate quantities of topsoil to salvage for <br />reclamation of the entire quarry, and the operator has committed to mix available topsoil with crusher <br />fines to create a plant growth medium that will allow him to reclaim more area than he would <br />otherwise be able or required to reclaim. The applicant has committed to a test plot study of soiUfines <br />mixtures to detemune the best admixture for reclamation. The Division has reviewed the operator's <br />granite quarry plans and determined that the quarry highwall will be stable, as required by Rule 6.5. <br />The reclamation plans meet the requirements of Exhibit E (Rule 6.4.5) and Rule 3 -Performance <br />Standards. <br />Application Exhibit G -Water Information: <br />"Physical Impacts to river water quality." <br />(J. Brown, M. Brown, G. Glab, M. Glab) <br />Response - The applicant plans to keep all operations out of the Flood plain of both the river and the <br />creek. There will be very little surface Flow toward the river from the affected lands. The applicant <br />plans to conswct sediment control ponds to intercept flows from the granite and sandstone quarries. <br />These are designed to handle 100-year storm events and to protect Tallahassee Creek from <br />sedimentation. The gravel pits will not drain [o the river or creek. The gravel processing area drains <br />
