SEP-13 %•10:57 FROM:COMUNITY D I' LOPMENT 9705479732
Christina L. Kamnikar
Page 2
T0:3g3 832 8106 PgGE:03
Dust control: The proposed operation is within approximately 1 mile of a Class I air shed (Eagles Nest Wilderness
Area)_ Federal air quality regulations require that the impact of any use within [his area be analyzed for potential
impact. No such infortna[ion is provided in ilia application.
Finished grade around [he lakes: In light of [he fact that the County believes that wildlife hahttar is a more
appropriate post mining land use we would like w see finished grades azound the lakes no srer:per than 4:1, aM even
flatter in some areas, to allow for successful aquatic plant growth. We would also suggest that the lake shorelines
rake on a more undulating appearance, especially those shorelines adjacent to Highway 9.
Wetlands mi[iaatinn: As indica[ud above, the applicant is proposing [o create several acres of wetlands nn the
property in order to nd[iga[e for those proposed to be tilled in the processing plant area. Plwse be sure to review
a detailed cost analysis for this work and include it in the linal reclamation iAat estimate [rsal for bonding purposes.
TraFfic tmnacts: Since the Applicant is asking fora 45-50 year approval of this permit, the County recommends
that the DMG include a provision in the mining permit dot allows you w react [o potential traffic impacts/conflicts
chat may be associated with traffic condi[ioos on Highway 9, tea, twenty, or forty years from now.
Land, canr clusters: The County stnrngly supports the applicant's proposal to plan[ landscape clusters around each
of the lakes. Since the application does no[ specify [he sins of the proposed plant material we would recommend
that the County minimum standards be used: 1-1l2' caliper for deciduous trees, 8' height for 40~, of the coniferous
trees and F' height fur the remaining coniferous [tees, and 5 gallon containers for SO% of the shrubs and I gallon
containers for [he remaining 50% of the shrubs. The landscape clusters shown on Exhibit E are more predotninan[
ott the west sides of the lakes, however [hey would provide a more benificial visual amenity if consen[rared on the
east side of the lakes. -fhe County recotnmeads [hat additional IaMscape clusters be added to the east side of the
lake. ft does nor appear that the applicant's cost estintatu include a figure for the proposed trees and shrubs and
should be amended accordingly.
Please consider the above comments as you review the applicaion and consider this letter to be an objection to the
application. If you wish to discus; any of the above comments in mote devil please feel free to coarse[ me at 453-
2561, exc. 104.
Sincerely,
Jim Curnutte
Manager of Current Planning
ce: Board of County Commissioners
I-ower Blue Planning Corumission
Michael Long, Division of Minerals and Geology
Rick Everis[, L.G.
