Asite-specific inventory for threatened and endangered wildlife <br />species, as specified in my above referenced letter is still required. <br />3. Exhibit E - Reclamation Plan <br />a. Please specify how the operator plans to return 8" of topsoil <br />when only 7" are to be salvaged. <br />4. Exhibit G -Source of Legal Right to Enter <br />a. The staff is still waiting for this exhibit, which must be <br />submitted prior to the Board meeting. <br />C. Trim Pit, File PJo. 83-3 <br />1. Exhibit B - Mining Plan <br />a. Will the topsoil stockpile be drillor broadcast seeded? If <br />broadcast seeded, please double the 8 pounds PLS/AC seeding rate. <br />b. 41hat slope configuration (e.g. 3:1, 4:1) is planned for the <br />topsoil stockpile? <br />2. Exhibit D -Wildlife and Water Resource Infor•ination <br />a. The staff still recommends the addition of sand dropseed 0.5 <br />pounds PLS/AC, and the addition of sand bluestem at 3.5 pounds PLS/AC. <br />Please refer back to my letter of January 7, 1483, for discussions as <br />to why to add these species. <br />b. How does the operator plan to control livestock grazing? From <br />a review of the operators proposed reclamation costs, it seems livestock <br />grazing will be controlled by fencing. Is this correct? <br />4. Exhibit G - Source of Legal Right to Enter <br />a. The staff is still waiting for this exhibit, which must be <br />submitted prior to the Board meeting. <br />Of the above requested information, I do not understand why site-specify <br />information for wildlife has yet to be submitted. PJot only was obtaining <br />site-specific wildlife information addressed in my first adequacy letter, <br />but it was stated to Mr. Kevin Hoyer in our phone conversation of January 17, <br />1983. Also, it was specified in Mr. Hoyer's letter of January 18, 1983, <br />requesting a continuance that "The reason for this request is that the County <br />will need the assistance of the Division of Wildlife.... in order to meet <br />your requirements". Why is the County reluctant to provide this information? <br />
