washing process. However, since this material consisted primarily of rock which provided a competent surface to <br />support equipment operations in the area, TCC will utilized material during the start-up period for the plant to establish <br />foundations or base courses for both the stoker coal and clean coal stockpile footprint areas adjacent to the preparation <br />plant. <br />The circular stoker coal stockpile area is located on the west side of the prepazation plant and encompasses an <br />approximately 120 foot diameter area centered below the stacking conveyor. The clean coal stockpile area utilized in <br />conjunction with the preparation plant is approximately rectangular in shape and encompasses the westernmost portion <br />of the ROM coal stockpile area as depicted on Map No. 24. This area is approximately 200 feet long by 250 feet wide. <br />Up to three feet of coarse rock material was laid down as base course in these areas. In total, 1,260 yards are spread <br />under the stoker pile and 5,560 yards are spread under the clean coal pile. This material will be excavated and relocated <br />to the approved refuse disposal area during reclamation of the preparation plant facilities. <br />R-O-M Stockpile Located South of Tipple (Known as Belt Out Back BOB) Stockailel <br />The existing R-O-M stockpile, location as shown on Map 24, was expanded to allow storage of additional coal. <br />The expansion was accomplished in phases, as the stockpile was enlarged to meet production and shipment <br />requirements. The expansion required phased topsoil removal and inscription of a diversion ditch. This activity <br />was approved in Minor Revision 90-48 to permit C-81-071. <br />In order to accommodate the need to stockpile additional coal at the tipple, the existing BOB stockpile was <br />previously extended in a southerly direction, as shown on Map 24, Surface Facilities. The area to be disturbed is <br />approximately 12 acres in size, and topsoil was salvaged from the site prior to placing any coal in the area. The <br />topsoil was salvaged to an approximate depth of 24 inches in this area. Therefore, approximately 38,700 CY of <br />topsoil was recovered and placed in the two stockpiles adjacent to the area. The stockpile was stabilized with the <br />• approved topsoil seed mixture. <br />The existing sediment control system is utilized to control runoff from the site. Presently, drainage from this area <br />drains into Ponds B and D, and will continue to do so after the storage pad is completed. A segment of Ditch B-1 <br />will be filled in and replaced by a "temporary" ditch that will move up the hillside as the pile expands. The <br />"temporary" ditch will be constructed to the same specifications as the original ditch. <br />The original B-1 ditch (ditch nomenclature from CYCC Permit C-81-071) will be backfilled with earthen material, <br />or it may be backfilled with gravel and a drain pipe. Ifthis drain were constructed it would drain into the remaining <br />section of Ditch B-1. <br />The storage pad will require minor leveling to make it functional. 'This typically would involve the use of a blade <br />or dozer to level the pad, and upon reclamation this leveling would typically occur on the side slopes, and these <br />slopes would be reestablished during reclamation of the site. The final reclamation will include grading, topsoil <br />redistribution and seeding the area. <br />Along with construction of the storage pad, a ramp was constructed on the north side of the existing truck dump to <br />provide greater access to the trnck dump. Approximately 1500 CY of fill material was required to construct the <br />ramp. This material was bortowed from the adjacent disturbed area. When the ramp is reclaimed the ramp fill <br />material will be graded out and blended in with the surrounding area. <br />The storage area and ramp will be reclaimed when the tipple facility is no longer required for processing run of <br />mine coal. The area will be returned to rangeland and planted with the appropriate seed mixture. <br /> <br />APPROVED APRl 4 2000 <br />Permit Renewal No. 3 2.05-31 12/10/98 <br />
