Banks and Gesso. LLC <br />indicated to facilitate the efficient recovery of sand and gravel. Mining will progress in <br />phases, as described below <br />Prior to commencement of production mining, topsoil will be stripped prior to mining in <br />each phase. The Phase 1 mine area has little to no topsoil. Topsoil recovered in both <br />the Phase 1 and Phase 2 areas will initially be used to build screening berms in fhe two <br />areas along the southern boundary of the permit area with adjacent residences (see <br />Exhibit C-2). Specifically, six-foot high screening berms will be placed along the <br />southeast side of the Phase 36 mining area and along the west side of the Phase 2 <br />mining area. Excess topsoil, including any topsoil recovered in the Phase 3 areas will be <br />transferred to areas undergoing concurrent reclamation. Based on these plans, no <br />significant stockpile footprint will be necessary for topsoil resources. <br />Construction materials will be extracted and moved on-site with excavators, front-end <br />loaders, and off-road haul vehicles. Mining limits will be at least 25 feet from the permit <br />boundary, utility easements and top bank of ditches, and 50 feet from the I-70 right-of- <br />way. Mining limits in the northeast part of the site will be at least 200 feet from the <br />Colorado River. The intent of these setbacks is to ensure the stability of structures in the <br />vicinity throughout the course of mining and reclamation (see Exhibit S for further <br />discussion). <br />Phased Mining and Processing <br />Phase 1 commences with topsoil stripping as needed. Mining will be initiated at the <br />northwest corner of the Phase 1 mining area, creating a sump area for dewatering <br />operations. The sump area is intended to retain pumped water for clarification and <br />eventual discharge, or for controlled re-distribution to wetland areas to maintain soil <br />moisture. Once the sump is operational, as needed, the direction of mining within Phase <br />1 will generally move south, from the working face nearest the property boundary to the <br />west. <br />The processing plant, including screening and crushers to be used during mining in <br />Phase 1 and 2 will be located in the lower part of the Phase 3 mining area, as shown on <br />the Mining Plan Map (Exhibit C-2).
