The application was deemed complete on January 24, 2000. The site is
located in Adams County, immediately south of East 112th Avenue and immediately east of Old
Brighton Road, and approximately 1.2 miles east of the South Platte River. (The site is
approximately 2? miles northwest of the Rocky Mountain National Wildlife Refuge). The
permitted area occurs within Section 10, Township 2 South, Range 67 West, 6th P.M. The
operator will excavate sand & gravel products below the groundwater table using dewatering and
dry mining methods. The site will be reclaimed to developed water resources and wetlands.
On April 19, 2000 the operator waived [heir right to a decision within 120 days and requested
that the recommended decision date be revised to June 2, 2000. A number of adequacy letters
were sent by the Division to the applicant requesting clarification and/or additional information
on a variety of concerns including possible impacts to groundwater, characterization of the
aquifer, an assessment of known groundwater contaminants in the surrounding azea, adequate
setback distances associated with permanent man-made structures within 200 feet of the affected
land, design & construction of the reservoir liner, reclamation cost, and comments raised by the
objectors. In addition to submitting clarifications and additional information, the applicant
incorporated a number of commitments into the mining and reclamation plan.
