' CAMAS Colorado, Inc. • • Pagc I <br />Aeereeate Production Facility Stormwater Mana¢,ement Plan <br />1.0 INTRODUCTION <br />1.a Purpose <br />This document has been prepared in accordance with Colorado Department of Public <br />Health and Environment (CDPHE), Water Quality Control Division (WOCD) <br />regulations and guidelines for preparation of a Stormwater Management Plan <br />(SWMP) at the New Thornton Aggregate Facility, in Denver, Colorado. In addition, <br />this document provides information concerning Spill Prevention, Control and <br />Countermeasure (SPCC) planning and implementation identified for the New <br />Thornton site (as specified under Section 311 of the Clean Water Act). <br />The Stormwater Program is administered through the Colorado Regulations for the <br />State Discharge Permit System, Section 6.1.0, 5 CCR 1002-2. Mining and quarrying <br />of nonmetallic minerals, including sand and gravel production facilities, are assigned <br />the Standard Industrial Classification (SIC) Code number 14 (which means all <br />industries under the heading, from 1400 to 1499, are covered), and are typically <br />covered under the Sand and Gravel General Permit (Permit No. COG-500000). A <br />copy of the regulations and guidance pertaining to completion of the SWMP for Light <br />Industry (including sand and gravel production) is presented in Appendix A. <br />Stormwater regulations are designed to reduce the amount of pollutants entering <br />streams, lakes and rivers as a result of runoff from residential, commercial and <br />industrial areas. As part of the general permitting process covering industrial <br />stormwater discharges, development of a SWMP is required. The SWMP identifies <br />potential sources of pollution which may reasonably be expected to affect the quality <br />of stormwater runoff from areas around the site. In addition, the SWMP describes <br />the implementation of practices which are used to reduce the pollutants in stormwater <br />discharges associated with industrial activity at the facility. <br />1.b Description of Industrial Activity <br />The New Thornton plant is an aggregate production facility involving the <br />mining/excavation of sand and gravel from an open pit and subsequent grinding, <br />sorting and stockpiling of these materials for sale and off-site transport. Prior to <br />initiation of excavation activities, topsoil overburden is removed and stockpiled for <br />future use during reclamation. <br />During the mining process, the water table in the mining area is lowered by means of <br />dewatering ditches and/or pumps.
