EXHIBIT E -RECLAMATION PLAN

The post-mining land use will be two ponds, native vegetation and wildlife
habitat. The reclamation plan is presented as follows.
Reclamation Process
Reclamation will take place concurrently with mining and no more than 25 acres
associated with the mine being disturbed at any one time before reclamation
commences. Vegetation will be removed, and then available topsoil will be
stripped and stockpiled for later use in revegetation. Any surplus topsoil
materials corresponding to the acreage proposed to be inundated will be sold for
off-site uses. Overburden materials will be used to level the perimeter areas
surrounding the proposed ponds. This is necessary to maintain adequate
freeboard space on the lower elevation areas of the ponds. Areas that will be
inundated with water will not be replanted. Slopes and upland areas will be
revegetated.
Topsoil Preservation
Soils on the site vary from sandy loam to clay loam to silty clay with surface
layers varying from 10 to 24 inches thick. The surface layer of productive loamy
soils will be salvaged during the initial development phase of mining and will be
either stockpiled for later use or, where possible, directly applied to graded areas.
The location of the topsoil stockpiles will be within the permit area and in areas
close to final placement.
