• 8. [.fiy does the plan for the Rienau P7o. 2 Mine not include the mining in
the t7!i, N!~ Section 22?
Response: This mining will not occur during the projected five year mining
plan. However, Northern does intend to mine in this area in the future.
9. In Section 28 and 29 as shown in Exhibit C-3, J Seam Mine Projections
and Section 28 as shown in Exhibit C-4, Rienau No. 2 Mine Projections, mining
is shown in the burned area. Please clarify.
Response: Northern does not intend to mine in the burned area, but will get
as close as possible. Local conditions will dictate exactly how close mining
can occur to burned areas. Also see response to question 2 above.
10. The applicant must supply cross-sections of the face-up and bench area
for the torthern No. 1 Mine to comply with 2.05.3(2)(b). It would be most
helpful if these cross-sections indicate the backfilled post-mining
situation. This information is also required for the Rienau No. 2 Paine.
Response: The cross-sections for the Rienau No. 2 Mine were submitted in
the April 10, 1981 submission entitled "Northern Coal Company Rienau No. 2
Paine Plan Increased Production Modification". The Northern No. 1 cross-
sections are shown in Volume VII, Chapter M, Page M-4. Cross-sections on
100 foot intervals are located in Exhibit M-1, keyed to Exhibit C-8.
• 11. At this time the primary concern about surface facilities is the lack
of detail as it pertains to maintenance and removal of buildings and other
' structures. (2.05.3(3)(a)). This information will be necessary particularly
as it pertains to bonding.
Response: The removal of buildings and structures at the Rienau No. 2 Mine
is addressed in "Plorthern Coal Company Rienau No. 2 Mine Increased Production
Podification" submitted to CMLR on April 10, 1981. The removal of buildings
at the Northern No. 1 Pfine will cost considerably less due to the paucity of
permanent facilities at this mine. Pro-rating the building and foundation
removal cost,of the detailed Rienau No. 2 Mine study to the Northern No. 1
Mine results in an estmate of 60-65% of the Rienau No. 2 Mine cost or $75,000.
This estimate is already contained in our June 1980 permit application and is
now documented with the unit costs developed for the Rienau No. 2 Mine. The
facilities to be removed are: 2 water storage tanks, 2 electric substations,
1 workshop, and 1 rock dust bin. The cost does not reflect credit for salvage
value of the equipment or materials to be removed. Thus, building removal
entails no new bond consequences. As to the other requirements to enable CP1I,R
to set the final bond amount, we provide our most recent estimate of reclamation
costs.
NORTHERPI NO. 1 MINE RF.CLAMATIOPI COSTS
Phase I - Structure Removal/Portal Sealing
Phase I-A - Structure Removal
~ A11 structures and foundations must be removed from the minesite and disposed
of properly. The cost estimate does not reflect credit for possible
salvage value of the equipment, structures, or materials to be removed.
5
