2.05.3(3)(c) Roads <br />1. The application does not contain information sufficient to make a <br />determination of cor~pliance. G7oss~ections, longitudinal profiles and <br />construction methods are given for the roads at the Northern No. 1 Mine, but <br />there is no indication of the characteristics of the material to be used for <br />fill. Page C-37 in Volume I of the application states that material from <br />the cut at the P seam and J seam portals will be used as fill for the haul <br />roads. The applicant must, through geochemical analysis, supply eviderce <br />that the material meets the requirements of 4.03.1(3)(d)(iii) and (iv) for <br />haul roads and 4.03.2 for access roads. <br />2. The design documents (C -6, C-13 and C-14} lack proper certification to <br />comply with 4.03.1(1)(d). Please correct this. <br />3. The cross erections of roads for the Northern No. 2 and No. 3 Mines <br />provided in Appendix D indicate that in most cases the cut slopes exceed the <br />maximum allowable slope for cuts in unconsolidated material (1v:1.5h, see <br />4.03.1(3)(a) and 4.03.2 (3)(a). <br />Also, in a few cases the embankment fill slopes exceed the maximum allowable <br />of 1v:2H (4.03.1(3)(d)(ix)). In the instances where these maxima are <br />exceeded for areas of cut and fill, the applicant must demonstrate through <br />appropriate geotechnical analysis that minimum safety factors of 1.5 (for <br />cuts) and 1.25 (for fills) can be safely met for haul roads. Embankment <br />slopes for access roads must conform with standards given in <br />• 4.03.2(3)(d)(viii). Long itudinal profiles of the roads should be provided <br />to allow the determination of conformance with 4.03.1(3)(a) and 4.03.2(3)(a). <br />4. No data is given for roads at the Rienau No. 2 Mine. The applicant must <br />demonstrate compliance of these roads with Sections 4.03.1 and 4.03.2. <br />5. In some areas of fill for the proposed haul road to the waste disposal <br />area (see Figure 13.3.7, stations 6+45 and 5+45), the natural slopes appear <br />to exceed th 1v:5H maximum and will have to be prepared according to <br />4.03.1(3)(d)(ii). Also, the embankment fill material should be analysed to <br />demonstrate conformance with 4.03.1(3)(d)(iii) and (iv). <br />6. fie text discusses cuts and fills for the railroad bed at the Milk Creek <br />Loadout, but not for the haul road. Exhibit X~ indicates there will be an <br />extensive area of cut along the haul mad. Cross-sections along the road <br />should be provided to indicate compliance with 4.03.1(3)(c) and (d). <br />7. fie only discussion detailing construction methods pertains to the waste <br />disposal haul m ads. Construction methods must ae given for all other roads <br />to demonstrate compliance with 4.03.1(3) and 4.03.2(3). Indication must <br />also be given of the construction techniques which were used for existing <br />roads. <br />8. Sirce no map is supplied depicting anticipated final surface <br />configuration of the mines (2.05.4(2)(c)), it is not possible to determine <br />compliance of the intended backfilling and grading scheme for the haul roads <br />with 4.03.1(7) and 4.03.2(7). <br />i <br />
