<br />Mr. David W. Hammer <br />May 16, 1997 <br />Page 2 <br />3. Two Exhibit C maps have been submitted showing 1) topography <br />and 2) a cross section of the quarry. The map dated August 5, <br />1979 indicates that the highwalls will not exceed 40' in <br />height. Exhibit G indicates highwalls will exceed 40'. Please <br />clarify the maximum highwall heights and bench widths. <br />4. The mining disturbance at this site currently totals about 20 <br />acres. Since the application commits to disturbing no more <br />than 20 acres at any one time, please explain how the site <br />will be mined without exceeding the maximum allowed <br />disturbance. The plan indicates that reclamation will occur <br />/ concurrently while mining expands. Show in which direction(s) <br />mining will proceed as the quarry is expanded. Do you expect <br />to mine the entire 75 acre permit area? Please remember that <br />calculation of the financial warranty is based on the maximum <br />allowable disturbance. <br />Your explanation needs to include a detailed description of <br />how the site will be mined. Discuss which benches will be <br />mined, the sequencing, the equipment to be used, a description <br />of the processing, and if the quarry will be mined in phases. <br />Will new stockpile locations be needed? Will topsoil be <br />stockpiled in the current location? Show where process fines <br />will be stockpiled in Exhibit C, and how they will be <br />reclaimed in Exhibit E. <br />5. The text and maps in Exhibit F do not portray the expected <br />physical appearance of the quarry after the site has been <br />mined under your new permit. The map provided instead shows <br />reclamation for the site in its current condition. Since you <br />plan to mine and expand this operation, the geometry of the <br />highwalls and benches will change. Exhibit F needs to reflect <br />those changes by outlining the area of total disturbance and <br />showing the topography after reclamation is completed. <br />j The sediment and runoff control plan submitted with this <br />application has been revised and implemented. As such, it <br />does not match the plan submitted in your Exhibit G. Please <br />provide the currently approved plan. <br />7. The current reclamation plan commits to replacing a minimum of <br />14 inches of topsoil on the benches and grading the site to <br />3:1 where possible. Please state your affirmative commitment <br />to replace at least 14 inches of topsoil over all benches, <br />roads and disturbed areas and to grade the site to 3:1 <br />wherever possible. <br />8. During a recent inspection, the Division observed that a new <br />house or other structure was under construction near the head <br />of Wildcat Gulch. Rule 6.5(4) states that at sites where <br />
