It is staffs opinion that the proposed sand and topsoil operations <br />comply with these uses thereby requiring the USR process. <br />The entire property is 320 acres, being the south half of Section 34. The property <br />owner and the Pioneer Sand Company have an agreement that will allow Pioneer to <br />extract sand and fill material from the site in exchange for excavation and leveling <br />services. The operation begins on the western side of the property and proceeds to the <br />east in 50, five (5) to twelve (12) acre increments per year. (See the Site Plan for <br />details) It is estimated that approximately 20,000 to 30,000 bank cubic yards of material <br />will be removed from the site on an annual basis. The operation involves cut and fill to <br />achieve the fnal contours and approximately 5 to 15 feet of material is extracted. The <br />boundaries of the permit area are defined through a metes and bounds description on <br />the Site Plan. <br />The permit area has been reduced to include only the area intended for excavation. <br />The original permit was for 320 acres is being reduced. During the continuation period, <br />an exact acreage with a metes and bounds description will be required and reflected on <br />the plan. Atl associated numerical data wll! be adjusted. <br />The applicant confirmed that six (6) inches of top soil will be replaced on the surface <br />ensuring the productivity of the site. <br />Only limited mobile equipment will be on site during these activities. During the project, <br />a front-end loader, scraper, grader, mobile truck scales, trucks, and light vehicles will be <br />on the property. It is estimated that from 5 to 20, 25 ton trucks will leave and enter the <br />site five days a week, 12 hours a day, from 6 a.m to 6 p.m. The transport activities may <br />be seasonal in nature and may at times be inactive altogether. However, activities are <br />permitted for year round operations. <br />The hours of operation have been reduced to the amount listed above. The adjacent <br />property owners requested the phrase, "6 p.m. or daylight hours, whichever is less." <br />The Zoning Administrator recommends the use of 6 p.m. as the defrned end of day <br />because it is easity enforceable, otherwise, daylight hours are di~cu/t to detrne. <br />A screening operation has been added as part of this proposal and will need to be <br />reviewed further. the screening separates materials as it fitters and piles if far <br />transport. 'The machine is approximately 15 feet square with a conveyor belt and run <br />by a diesel engine. Staff is told most of the water comes from the material itself but <br />some may be added as necessary. The screen is portable with the rest of the <br />operation. As part of the continuation, specifications are required by the applicant, an <br />analysis is required by staff to determine any associated impacts and mitigation <br />measures required. <br />3 <br />
