Activities <br />also include drilling and blasting of coal and overburden. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE <br />COLORADO AIR QUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY <br />CONTROL ACT C.R.S. 1973 (25-7-101 et s~.j, TO THOSE GENERAL TERMS AND <br />CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS DOCUMENT AND THE <br />FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />1. Annual production of coal shall not exceed 2,600,000 tons. <br />2. Trucks shall no[ exceed an average speed of 30 m.p.h. on unpaved roads. <br />3• Haul roads shall be watered frequently to minimize fugitive dust emissions. <br />Chemical stabilization of unpaved roads shall be employed if water controls <br />are not adequate. <br />4. Sequential blasting shall be employed to reduce fugitive emissions <br />associated with blasting activities. <br />. 5.
