OTHER PERMITS AND LICENSES REQUIRED EXHIBIT M <br />RECEIVED <br />The following permits aze needed for the site: APR ~ 8 ?C)~6 <br />Division of Minerals and Geology <br />1) County (special use) approval -this document is being supplied to the Montrose County <br />Planning office for approval. <br />2) No COE Permit is needed since no activity will take place near a water of the United States. <br />3) No NPDES permit will be needed for the site since the entire runoff for the 100 yeaz 24 hour <br />event will be detained and allowed to seep back in the ground. <br />4) No Gravel Well permit is needed from the Division of Water Resources since no water will be <br />' • encountered in the extraction. <br />5) A fugitive emissions permit is not needed for the extraction and processing since the permitted <br />production will not exceed 65,000 tons per yeaz. The portable crusher/screen plant and the portable <br />asphalt plant will have their own emissions permits. <br />6) A Spill and Containment Plan will be made by Western or the subcontractor for the portable <br />plants. No fuels, oils or grease will be stored on site. Each tank within the plants on site will have <br />secondary containment. <br />7) No stormwater management plan is needed since the site will detain the 100 yeaz 24 hour <br />runoff and allow this water to seep into the ground. <br />Bellgazdt Pit 1/06 45 <br />
