~E~rr~,~
I~
MINING PLAN
AFit 1 ~ wu6
EXHIBIT D

1. General Plan- Mining
Division °f Minerals and Ge°legy
Up to the permit new permit in 2006, the Bellgazdt Pit permit area consisted of approximately 19.5
acres. The gravel zone is approximately 20-30 feet thick in a dry terrace deposit and is overlain by
soil and overburden of 2-10 feet. The average thickness of soiUoverburden is 1-3 feet. The gravel
zone to be mined in the 2002 Amendment and 2006 new permit azeas (Strip 1, 2 3, and 4) is
approximately 20-30 feet thick. Overburden increases as the terrain rises to the north. For the
relatively small size of the pit, all gravel and overburden zones can be assumed to be dipping at
approximately 5% to the southwest. The azea is mined by first excavating soiUoverburden with
dozers or front end loaders and stockpiling the material in separate stockpiles located south of the
pit, as shown on Map C-2. The raw gavel material is then loaded with a loader into a portable
crusher/screen plant and various sizes of product aze made and placed in sepazate stockpiles. The
portable plant usually operates for only one 4 - 6 week interval per yeaz. Mining proceeds from the
north end of the gravel deposit to the south, where the terrain is also dipping at a relatively steep
angle. The mining of the deposit will occur to the limits shown on Map C-2 and will be mined to a
slope no steeper than 2H:1 V. This is the same as the final slope of the land so that no backfilling
except topsoiling will occur after mining. No blasting will be performed at any time for this
operation.
Since there is a lack of topsoil in the main pinon juniper community which will be disturbed in
Strips 1 through 4, overburden will be used to reclaim the flat bench portion of the permit azea. The
topsoil will be used to cover the disturbed slope azeas.
The 2006 new permit was made to allow mining of the adjacent azea to the west of the previous
permit. This is done by adding approximately 16.52 acres, which results in a total permit azea of
36.02 acres. The disturbed area for the permit is 26.44 acres. The maximum total tonnage mined
and sold from the site in any one calendaz yeaz is 65,000 tons, which has not changed since the
initial permit and will not change for the new pernut in 2006. This tonnage includes all products,
Bellgazdt Pit 1/06
