• Exhibit Page 8 • <br />EXHIBIT D -MINING PLAN <br />GENERAL CONCEPT: <br />Mining of the site will proceed generally from the south to the north and the east to the <br />west. A total of approximately 18.9 acres will be affected by operations. As the <br />permitted area is entirely surrounded by leased areas under the same ownership as a <br />buffer zone from neighboring landowners, and from the river to protect riparian habitat <br />and wetlands. A buffer zone of approximately 75 feet from the highway will be <br />maintained, through which pass power lines, telephone cable, fence, and the Home <br />Ditch. Access is through a relocated existing access off the highway which also serves <br />the Line Camp ranch headquarters and will continue as field/pond access after mining. <br />Mining will be conducted in two broad phases, the first ("upper level") in which no <br />pumping of water will be done (storm water from the pit will flow through an existing <br />gravity drain pipe), and a second ("lower level") in which water will be pumped out of <br />the pit and discharged (through the same drain pipe). <br />Mining consists of: <br />1. stripping and conserving topsoil (averaging 2 feet), screening most of these <br />materials to remove oversized, then moving these materials either to berms, other <br />stockpiles or directly to backfill and reclaim areas; <br />2. removing of the sand and gravel (with loaders and/or backhoes) and moving these <br />materials to stockpiles in the plant area; <br />3. screening and/or washing of sand and gravel (and possible crushing of oversize <br />materials), moving these to stockpiles in the plant area prior to shipping from the <br />site; and <br />4. use of waste fines (from screening and/or washing) for backfilling, either <br />immediately, or after stockpiling. <br />Screening and washing may be done with a portable plant brought into the site as <br />required. Oversize materials (cobbles) will be stockpiled and sold as-is, used as backfill, <br />and/or may be crushed periodically for use as aggregate. Crushing and associated <br />screening may be done with a portable plant brought into the site as required. While <br />unlike, if plants are not brought on site, processing will be done at an off-site location at <br />a plant site such as a ready-mix plant or other plant using the material. Other than the <br />upper two feet (which will be considered and treated as topsoil after it is screened to <br />remove oversize rocks), there is no overburden on the site. <br />Production will not exceed 200,000 tons per year and will generally be less than <br />150,000 tons per year. For planning purposes, annual production estimates of <br />approximately 140,000 tons per year are used. Based on this annual tonnage, life of <br />this pit is approximately 5 years. <br />Each year, a plant stockpile area of between 1 and 3 acres will be used for materials <br />stockpiles and a plant area of about half that size will be required for the <br />screening/washing plants and supporting activities. The area actually mined will vary <br />from year to year, depending on the level worked.
