• 4.2.4.2 County Road 335 <br />On October 16, 1990, the Garfield County Commissioners passed Resolution 90-083, in <br />which one of the conditions specifies certain improvements to be made to County Road <br />335, which connects the mine site and the Riverbend Subdivision to Interstate 70 to the <br />west. The resolution states in part: <br />"The applicant shall rebuild County Road 335 by the addition of a minimum of two <br />inches of 3/4" base material and four inches of asphaltic pavement from the entrance of <br />the mine to the intersection with the 1-70 Interchange. Additionally, the road <br />improvements shall result in a 24 ft. wide driving surface, with 6 ft. wide, two inch thick <br />asphaltic surfaced shoulders with ditches 3 ft wide and I ft deep; and a 150 ft long and <br />10 ft wide paved deceleration lane at the entrance to the mine. The asphaltic surface <br />from the mine entrance to the intersection of County Road 335 and I-70 Interchange <br />shall be striped in a manner to delineate driving lanes and shoulders. The remainder of <br />County Road 335 will be chip and sealed to the first intersection within the Riverbend <br />Subdivision..." <br />• The county government advises the total right-of-way is 80 feet wide because County <br />Road 335 follows the historic railbed of the Colorado-Midland Railway (see Exhibit 4.2-1 <br />and Figure 4.2-3). Parts of County Road 335 have been in use for about 100 years as it <br />served some of the old, turn-of-the-century coal mines. The county owned right-of-way <br />will not extend onto the permitted mine property. <br />4.2.5 Cut and Fill Volumes <br />The surface facilities areas is the site of initial development where temporary office and <br />change house will be set and the permanent shop building erected while the rock <br />tunnels are completed. As development in coal begins, the slurry holding pond and a <br />temporary materials handling (screening) facility will be installed. <br />The cuts and fills shown in Figure 4.2-5 were established during the early construction <br />and initial rock tunnel development.
